The fellow I bought this one from spent hours underneath it , cleaning off what surface rust there was, then painting it all chassis black and oiling the crap out of it.Welcome to the forum.
Got my 99 Sahara from Eastern Quebec and as "well maintained " as the PO tried, that eastern Canada salt can sure kick a TJ in the guts. "Treated", "Coated" or "Rust -proofed" is not a one-time job in Canada.
Here in Alberta, the road salt from October to March will kill a Jeep (new or not) in a few years too. Once it's in those nooks and crannies, it's almost impossible to get out.

Clean out your inner frame and give it a nice coat of Fluid Film, tranny oil, whatever you prefer and it will live longer for you to love.
Wish the POs of all mine had...often find them barely greased and only surface washed.
